A proposed permission-based public-benefit network

4P3X AI™ Free Support Access Network

Support That Does Not Disappear When the Signal Does

A proposed free-at-the-point-of-use access system for approved 4P3X AI™ guidance, accessible learning, wellbeing resources and practical support.

Public-benefit conceptOffline-first foundationsPermission-based accessHuman-controlled

Status: Public-benefit platform concept and technical demonstrator supported by existing offline-first App foundations. It is not unrestricted free internet or a current national telecommunications service.

Clear public position

A practical access model, not unrestricted free internet.

The concept brings together existing App foundations, offline-first architecture and future permission-based partnerships.

What it is intended to be

  • Free-at-the-point-of-use access to approved support resources
  • Installable Apps and downloadable knowledge
  • Community support-station concepts
  • Provider, council and sponsor partnership models
  • Human-controlled safety, privacy and governance

What it is not

  • Not unrestricted free internet
  • Not a system for taking control of private routers
  • Not a current national telecommunications service
  • Not an unapproved public AI or emergency-response system
  • Not a claim that provider agreements already exist

4P3X AI™ support

Built to Be Supportive

Ciaran Kelly created 4P3X AI™ to be practical, patient, calm, supportive and non-judgmental.

Understand and organise

  • Understand difficult information
  • Break tasks into manageable steps
  • Prepare questions
  • Organise ideas

Learn privately

  • Access approved learning resources
  • Use simplified explanations
  • Listen to read-aloud content
  • Work privately and at a personal pace

Build confidence

  • Prepare action plans
  • Build confidence through clear next steps
  • Find suitable professional or emergency signposting
  • Continue using selected resources offline

“4P3X AI™ is designed to support people, not control them.”

4P3X AI™ does not replace doctors, therapists, counsellors, teachers, safeguarding professionals, emergency services or qualified legal and financial advisers.

Local resilience

Support That Can Continue Offline

Once an approved 4P3X App, knowledge pack or support resource has been installed on a compatible device, many core features can continue without a constant cloud connection.

Depending on the individual App

  • Read stored guidance and downloaded lessons
  • Use simplified explanations and read-aloud content
  • Complete guided activities
  • Save progress locally
  • Prepare questions and action plans
  • Use selected accessibility tools
  • Access locally stored signposting
  • Wait safely for an authorised connection before synchronising

Who this could help

  • People with limited mobile data
  • Rural and isolated communities
  • People in temporary accommodation
  • Families sharing one connection
  • Older devices and community centres
  • Shelters, libraries and schools
  • People experiencing digital exclusion
  • Areas affected by temporary disruption

Offline-first does not mean the internet is never useful. It means essential support should not become completely unavailable because someone loses their signal, runs out of data or cannot afford a continuous connection.

Proposed access methods

Several routes, each requiring permission and governance.

No route is represented as operational without the relevant agreements, security work and legal review.

Participating community locations

Libraries, charities, community centres, schools, shelters and approved public buildings could host secure local support stations.

Provider-authorised Wi-Fi

Participating providers could allow a technically isolated connection limited to approved 4P3X support services.

Zero-rated mobile access

Mobile providers could choose to exempt approved support domains from normal data charges, subject to agreements and regulatory assessment.

Sponsored data access

Councils, charities, businesses or funders could sponsor limited access for people facing digital exclusion.

Download-once offline access

Users could install approved Apps and knowledge while connected, then continue using supported local features offline.

Every access route requires permission, contracts, security testing, privacy controls, safeguarding review, provider approval, legal and regulatory assessment, funding and ongoing human oversight.

Host and provider protection

Permission-Based and Securely Separated

No private connection should be included without clear permission.

Technical controls for future pilots

  • Separate guest networks or VLANs
  • No access to private devices, files or internal networks
  • Provider-authorised configuration
  • Fair-use and bandwidth controls
  • Priority protection for the paying host
  • Secure updates and incident response

Human and governance controls

  • Immediate host opt-out
  • Privacy-preserving access credentials
  • Abuse monitoring with proportionate privacy safeguards
  • Human approval for high-impact actions
  • Safeguarding and escalation plans
  • Independent cybersecurity testing

“No private router, provider network or community connection should be included without clear permission, technical isolation and appropriate security controls.”
